<br />,) I <br />d/ <br /> <br />TUESDAY <br /> <br />JULY 24, 1984 <br /> <br />Council unanimously accepted for introduction, and for further consideration and/or approval <br /> <br />at its forthcoming August 14th meeting, an ordinance by which the City might participate in <br /> <br />the Commonwealth of Virginia's "Set-Off Debt Collection Act", as it applies to any individual <br /> <br />State income tax refunds (due in 1985 on 1984 State income taxes paid) to individuals who <br /> <br />owe--but have not paid to--the City of Martinsville amounts due for personal property taxes, <br /> <br />and/or for business-professional-occupational license taxes, and/or for miscellaneous charges <br /> <br />..-' <br /> <br />(such as damage to City electric poles and equipment, traffic signs, etc.), by which the <br /> <br />Virginia Department of Taxation would withhold from such refunds and pay to the City of Mar- <br /> <br />tinsville (less the State's collection fee) such amounts therefrom as may be available <br /> <br />toward satisfying, either in part or in whole, the amounts due the City for such taxes and/or <br /> <br />charges. <br /> <br />Council also accepted for introduction, and for further consideration and/or adoption at its <br /> <br />forthcoming August 14th meeting, an ordinance which would amend the City's Business-Profes- <br /> <br />sional-Occupational License Tax Ordinance (to parallel State regulations) to provide for the <br /> <br />prorating and/or refunding of City license taxes under certain circumstances. <br /> <br />City Manager Edmonds informed Council that, of the $600,000 Community Development Block Grant <br /> <br />awarded the City in 1980 for the proposed rehabilitation of forty residences in two low-to- <br /> <br />moderate income neighborhoods (or target areas), for which all funds must be obligated by <br /> <br />September 30, 1984, and expended by December 31, 1984, thirty-seven such residences or units <br /> <br />have been--or will be--completed and some $55,000.00-to-$60,000.00 will remain unobligated <br /> <br />and unexpended unless, as heretofore recommended by officials of the U. S. Housing & Develop- <br /> <br />ment Agency ("HUD"), by way of amending the existing "CDBG" program, the City applies these <br /> <br />unexpended funds to street improvements in the target area(s). City Manager Edmonds informed <br /> <br />Council, further, that the cost of curbing-and-guttering in one of the two target areas, viz., <br />
