<br />'J"'"I6 <br />'.) , <br /> <br />THURSDAY <br /> <br />JULY 5, 1984 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Thursday, July 5, 1984, in the Court- <br /> <br />room of the Martinsville City Circuit Court, City Hall, beginning at 3:30 P.M., for the <br /> <br />purpose of discussing--and/or taking such action as deemed appropriate on--the recently- <br /> <br />announced changes by Martinsville Cablevision in its programming services to its sub- <br /> <br />scribers, a number of whom have registered their objections to these changes, both at <br /> <br />Council's June 26th meeting and, subsequently, to individual members of Council. All <br /> <br />members of Council were present, viz., William C. Cole, Jr., Mayor; Eliza H. Severt, Vice- <br /> <br />Mayor; Alfred T. Groden; L. D. Oakes; and Clyde L. Williams. <br /> <br />Present, too, were a number of residents of both the City and the County of Henry, as <br /> <br />were The Honorable Sammy Redd, Chairman of the Henry County Board of Supervisors; Mr. C. <br /> <br />Lee Lintecum, Henry County Administrator; representatives of the news media; Mr. "Steve" <br /> <br />Martin, Attorney at Law and Attorney for the Town of Ridgeway; and representatives of <br /> <br />Multi-Channel TV Cable Company of Mansfield, Ohio, holder of the cable television fran- <br /> <br />chise from the City and parent company of Martinsville Cablevision (Mr. Pat Conley, Vice- <br /> <br />President of Operations for Multi-Channel; Mr. David Scott, Multi-Channel's Comptroller; <br /> <br />and Mr. William L. Anas, Manager of Martinsville Cablevision). <br /> <br />Following the invocation and the stating of the purpose of this meeting Mayor Cole pre- <br /> <br />sented a prepared statement, generally as follows: <br /> <br />This meeting has been called for the purpose of determining the City's <br />official position (i.e., its legal position)with regard to Martinsville <br />Cablevision's programming service changes. Let me emphasize: changes <br />in programming. On any other phases of local cablevision service, I <br />ask that you discuss (them) with City Manager Edmonds or with Henry <br />County Administrator Lintecum, or with a member of City Councilor with <br />a member of the Henry County Board of Supervisors, or with the Manager <br />of Martinsville Cablevision -- outside of this meeting. <br /> <br />First, let me acknowledge the fact that Mr. William Anas, Manager of <br />Martinsville Cablevision, informed Council (by letter of May 30, 1984, <br />
