<br />:50 <br /> <br />TUESDAY <br /> <br />MAY 8, 1984 <br /> <br />Road") situated outside of the City's south corporate limits, requested permission, at <br /> <br />their expense, to connect their premises to an existing City sewer line (i.e., inter- <br /> <br />ceptor line), either direct or into City-owned manholes feeding the interceptor line. <br /> <br />At the time this interceptor line was constructed, sometime before 1968, three other <br /> <br />area residents were given permission to tap into the manholes although, it was reported, <br /> <br />only two of these residents actually made the connections. Prompting the petitioners <br /> <br />for sewer service was the reported failure of their individual septic tank systems and <br /> <br />the unavailability of service at the present time from the Henry County Public Service <br /> <br />Authority; however, it was pointed out that, under the terms and conditions of the <br /> <br />"1974" sewer service agreement between the City of Martinsville and the Public Service <br /> <br />Authority, which agreement City Attorney Worthy was asked to study as to its application <br /> <br />in this case, permission for City sewer service may first be required from the Public <br /> <br />Service Authority. In any event, Council authorized the filing by the City, on behalf <br /> <br />of the petitioners, a formal request to the Public Service Authority in order that, if <br /> <br />permission is granted by the Authority, the City might provide the needed service in <br /> <br />the event the PSA does not intend serving the area although, it was further reported, <br /> <br />the PSA does contemplate serving the area. <br /> <br />In accordance with the provisions of Section 2.1-344(a), Subsections (1) and (6), of <br /> <br />the CODE OF VIRGINIA (1950, and as amended), and upon motion, duly seconded and <br /> <br />unanimously carried by a recorded vote, Council convened into an Executive Session for <br /> <br />the purposes of (1) considering nominees for appointment to various City boards and <br /> <br />commissions for terms beginning July 1, 1984, and (2) considering a legal matter. Upon <br /> <br />reconvening into regular session, Council took no actions on these matters. <br />
