<br />29~ <br /> <br />TUESDAY <br /> <br />BARCH 13, 1984 <br /> <br />By letter dated February 29, 1984 (addressed to City Manager Edmonds) from Mr. C. Lee <br /> <br />Lintecum, County Administrator, County of Henry, Council was apprised of a recent action <br /> <br />by the Henry County Board of Supervisors in which the Supervisors have agreed to investi- <br /> <br />gate the feasibility of obtaining "interstate highway" status for U. S. Route 220 from <br /> <br />Roanoke, Virginia, to Greensboro, North Carolina, and on which feasibility investigation <br /> <br />the Supervisors seek an expression from Council as to Council's position, if any, thereon, <br /> <br />inasmuch as a "business" section of this highway lies within the City's corporate limits. <br /> <br />In response, Council indicated that it looks with favor to the betterment of this highway <br /> <br />and, further, that the City will be happy to join in investigating the feasibility of this <br /> <br />idea with the understanding that no funding of this effort will be required of the City at <br /> <br />the present time. <br /> <br />Council acknowledged receipt of two staff reports from City Manager Edmonds, in which Mr. <br /> <br />Edmonds apprised Council of the status of the following two projects or subject matters: <br /> <br />A. The Mulberry Road Extension Project (westward to Market Street), <br />estimated to cost $3,500,000 and for which a contract is expected <br />to be let by the State Department of Highways & Transportation in <br />March of 1985, or soon thereafter, before which time 103 parcels <br />of land are to be acquired by this agency, with negotiations for <br />33 parcels already underway and four parcels now known to be sub- <br />ject to probable condemnation proceedings; and <br /> <br />B. Electric Generation Issues and Alternatives, dealing with efforts <br />by the Municipal Electric Power Association of Virginia to secure <br />permit for the construction of a hydro-electric plant (generating <br />facility) at the U. S. Corps of Engineers' Summersville Reservoir <br />in West Virginia; and dealing with efforts by APCo-served cities <br />to obtain a share (through reallocation by the Southeastern Power <br />Administration) of electric energy generated at Philpott Dam, which <br />latter efforts are being strenuously resisted by current (non-munic- <br />ipal) recipients of this energy or power. <br /> <br />Upon motion, duly seconded and unanimously carried by a recorded vote, and pursuant to <br /> <br />subsections (a)(l) and (a)(2) of Section 2.1-344 of the CODE OF VIRGINIA (1950, and as <br /> <br />amended), Council convened into an Executive Session for the purposes of (1) considering <br />
