<br />2{ <br /> <br />TUESDAY <br /> <br />JANUARY 24, 1984 <br /> <br />motion, duly seconded, Council unanimously adopted the proposed amendments, as revised <br /> <br />(both at Council's January 10th meeting and at this meeting), involving the following <br /> <br />sections of the license tax ordinance: <br /> <br />1. Article I, Paragraph 9 -- approved; <br /> <br />2. Article II, Paragraph 3 -- rejected; <br /> <br />3. Article II, Paragraph 6-j -- approved, with the foregoing <br />revision as to caterers; and <br /> <br />- <br /> <br />4. Article III, Paragraphs 1 and 3 -- approved. <br /> <br />Upon motion, duly seconded, Council authorized City Manager Edmonds to invite bids, <br /> <br />pursuant to Mr. Edmonds' proposed "Notice to Bidders", for the demolition and removal <br /> <br />of the two-story brick structure (the former residence of Mrs. Ailcie G. Whittle, <br /> <br />deceased) from property the City recently purchased for expansion of the Blue Ridge <br /> <br />Regional Library headquarters on East Church Street. Council requested that such bids, <br /> <br />when received, be presented to Council for review and action. <br /> <br />Upon being informed that fourteen owners of property within the City (owing the City a <br /> <br />total of $20,094.00 in delinquent taxes, penalties and interest) have failed to respond <br /> <br />(with the exception of one property owner who reportedly "made arrangements" as of date <br /> <br />of this meeting to pay the taxes, penalties and interest due) to efforts already exerted <br /> <br />by the City to obtain payments of these delinquent taxes, Council unanimously authorized <br /> <br />City Attorney Worthy to institute foreclosure proceedings against these property owners <br /> <br />(including the one property owner who reportedly "made arrangements" if he does not comply <br /> <br />therewith) . <br /> <br />Responding to Vice-Mayor Oakes' recent suggestion that the Christmas holiday observances <br /> <br />for City employees be a consistent two-day observance (i.e., two workdays), rather than <br />
