.2

TUESDAY

JANUARY 10, 1984

-

Squad, requested that funds in the amount of $2,677.00 to be received (in January, 1984)

by the City from and through the Division of Emergency Medical Services of the State

Health Department, derived pursuant to Section 46.1-149(12) of the CODE OF VIRGINIA (1950,

and as amended), be appropriated to the Rescue Squad and be in addition to the City's

current appropriation of $5,346.00 for 1983-84. Council tentatively approved said request,

subject to and pending a duly-advertised public hearing required inasmuch as the granting

of said request constitutes an amendment to the City's 1983-84 budget.

-

By letter dated January 6, 1984, and in person, City Commonwealth's Attorney J. Randolph

Smith, Jr., requested that Council support proposed legislation (to be sponsored in the

1984 General Assembly by Senator Virgil H. Goode, Jr.) to amend the CODE OF VIRGINIA

(1950, and as amended) to the extent that, effective January 1, 1985, the office of the

City's Commonwealth's Attorney will be given "full-time" status. In support of his re-

quest, Mr. Smith noted that the case load of his office is on the increase and now requires

essentially his full-time attention as well as that of the Assistant Commonwealth's

Attorney; furthermore, Mr. Smith noted, conversion of his office to "full-time" status will

result in a minimal increase in the City's cost. Council, in agreeing to Mr. Smith's re-

quest, indicated that it will support the proposed legislation.

Messrs. Tom E. Crush and Maynard K. Jones, Jr., of Wiley & Wilson, Consulting Engineers to

the City for the proposed improvement-expansion of the City's wastewater (sewage) treat-

ment plant, appeared before Council and presented capacity-and-cost data (see pages 244,

245, and 246 of these minutes) supplementing Wiley & Wilson's presentation to Council on

November 15, 1983, and the presentation by the Henry County Public Service Authority's

consulting engineer at a joint meeting of the Council, the Henry County Board of Supervisors,

and the Public Service Authority on December 19, 1983, regarding ways by which the City-

County area's projected sewage treatment needs can be met for the next fifteen-to-twenty
