<br />168 <br /> <br />TUESDAY, NOVEMBER 12, 1985 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, November 12, 1985, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, as fol- <br /> <br />lows: William C. Cole, Jr., Mayor; Eliza H. Severt, Vice-Mayor; Alfred T. Groden, <br /> <br />L. D. Oakes; and Clyde L. Williams. <br /> <br />After the invocation and Mayor Cole's cordial welcome to visitors present, Council <br /> <br />unanimously approved--as recorded--the minutes of its regular meeting held October 22, <br /> <br />1985, and of its special meeting held October 23, 1985. <br /> <br />Pursuant to duly-published notice, Council conducted a public hearing on certain pro- <br /> <br />posed amendments to the City's 1985-86 Budget, as tentatively approved by Council on <br /> <br />September 10, 1985 (with regard to recommended improvements to Forest Street-Smith <br /> <br />Lake Road) and on October 8, 1985 (with regard to provisions for overtime pay not <br /> <br />included in said budget). No objections were registered by any citizen to the proposed <br /> <br />amendments, whereupon Mayor Cole declared the public hearing closed. After some dis- <br /> <br />cussion by members of Council of the proposed amendments (particularly those which <br /> <br />would provide funds for overtime pay), in which Councilman Groden suggested that <br /> <br />Council defer action pending the results of legislation now before the United States <br /> <br />Congress designed to counteract and/or nullify in part the U. S. Supreme Court's recent <br /> <br />ruling(s) on overtime compensation of governmental employees, Council unanimously <br /> <br />approved said proposed amendments by appropriating funds for the following budget <br /> <br />accounts, with the understanding that City Manager Brown will monitor legislative <br /> <br />developments and reassess the need to provide funds for overtime compensation of City <br /> <br />employees: <br />
