<br />.,.., . <br /> <br />155 <br /> <br />TUESDAY, OCTOBER 8, 1985 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, October 8, 1985, in <br /> <br />the Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, <br /> <br />with the exception of Councilman Clyde L. Williams (absent because of illness), viz., <br /> <br />William C. Cole, Jr., Mayor; Eliza H. Severt, Vice-Mayor; Alfred T. Groden; and L. D. <br /> <br />Oakes. <br /> <br />Following the invocation and Mayor Cole's cordial welcome to visitors present, <br /> <br />Council unanimously approved--as recorded--the minutes of its regular meeting held <br /> <br />September 10, 1985. <br /> <br />After acknowledging receipt of the Planning Commission's recommendation that Mr. & <br /> <br />Mrs. Walter Duncan's request, seeking the rezoning of their property (LotNo. 22A)at <br /> <br />401 Starling Avenue from "R-6 Residential" to "P-2 Professional", be granted, Council <br /> <br />called for a duly-advertised public hearing to be conducted by Council on this re- <br /> <br />quest at Council's forthcoming October 22nd meeting. Meanwhile, Mayor Cole raised <br /> <br />certain questions pertaining to the residential character of Starling Avenue and/or <br /> <br />its projected zoning and usage which City Manager Brown agreed to study and report <br /> <br />on to the Council. <br /> <br />Upon recommendation of City Manager Brown, Council accepted for--and placed on-- <br /> <br />first reading two proposed amendments to the City's Electric Service Terms & Con- <br /> <br />ditions, as they relate to "Home Occupations", which, if adopted, would change the <br /> <br />criteria for determining whether a demand meter shall be required for electric ser- <br /> <br />vice made available to any business being operated in a residence and, also, would <br /> <br />establish an equipment capacity ceiling of 2.5Kw (as determined by the City's <br />
