<br />80 <br /> <br />TUESDAY <br /> <br />APRIL 23, 1985 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, April 23, 1985, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, with the <br /> <br />exception of Councilman L. D. Oakes (who was away from the City), as follows: William <br /> <br />C. Cole, Jr., Mayor; Eliza H. Severt, Vice-Mayor; Alfred T. Groden; and Clyde L. <br /> <br />Williams. <br /> <br />After the invocation and Mayor Cole's cordial welcome to visitors present, Council <br /> <br />unanimously approved the minutes of its regular meeting held April 9, 1985. <br /> <br />Pursuant to duly-published public notice, Council conducted a public hearing on the <br /> <br />Martinsville Exchange Club's application for a Special-Use Permit seeking authority to <br /> <br />sponsor and/or conduct the Martinsville-Henry County Fair at Liberty Heights Fair- <br /> <br />grounds in each of the years 1985 through 1989, as it has previously been done during <br /> <br />the past five years under a Special-Use Permit issued February 12, 1980. There being <br /> <br />no objections registered by any citizen to this application, Mayor Cole declared this <br /> <br />public hearing closed; whereupon motion, duly seconded and unanimously carried, Coun- <br /> <br />cil accepted the Martinsville Planning Commission's recommendation that said appli- <br /> <br />cation be approved, subject to compliance with the following requirements: <br /> <br />There shall be no games allowed or operated which require a point card or <br />the accumulation of points to determine a winner or loser. There shall <br />be no games allowed or operated which require more than one fee to Com- <br />plete a game. Bingo games will be as controlled by State regulations. <br />There shall be no lewd or obscene shows. Further, all aspects of the Fair <br />shall be in accordance with applicable State and local statutes. <br /> <br />Pursuant to the conditions attached to the Martinsville Volunteer Fire Company's <br /> <br />Special-Use Permit issued by Council on June 23, 1981, for a five-year period ending <br /> <br />in 1985, Council reviewed said Permit and, then, unanimously renewed same for con- <br /> <br />duct by this agency of its 1985 Firemen's Bazaar, scheduled at Liberty Heights Fair- <br /> <br />grounds during the period June 24, 1985 - June 29, 1985. <br />
