80 TUESDAY APRIL 23, 1985 The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor William C. Cole, Jr., presiding, was held Tuesday, April 23, 1985, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, with the exception of Councilman L. D. Oakes (who was away from the City), as follows: William C. Cole, Jr., Mayor; Eliza H. Severt, Vice-Mayor; Alfred T. Groden; and Clyde L. Williams. After the invocation and Mayor Cole's cordial welcome to visitors present, Council unanimously approved the minutes of its regular meeting held April 9, 1985. Pursuant to duly-published public notice, Council conducted a public hearing on the Martinsville Exchange Club's application for a Special-Use Permit seeking authority to sponsor and/or conduct the Martinsville-Henry County Fair at Liberty Heights Fair- grounds in each of the years 1985 through 1989, as it has previously been done during the past five years under a Special-Use Permit issued February 12, 1980. There being no objections registered by any citizen to this application, Mayor Cole declared this public hearing closed; whereupon motion, duly seconded and unanimously carried, Coun- cil accepted the Martinsville Planning Commission's recommendation that said appli- cation be approved, subject to compliance with the following requirements: There shall be no games allowed or operated which require a point card or the accumulation of points to determine a winner or loser. There shall be no games allowed or operated which require more than one fee to Com- plete a game. Bingo games will be as controlled by State regulations. There shall be no lewd or obscene shows. Further, all aspects of the Fair shall be in accordance with applicable State and local statutes. Pursuant to the conditions attached to the Martinsville Volunteer Fire Company's Special-Use Permit issued by Council on June 23, 1981, for a five-year period ending in 1985, Council reviewed said Permit and, then, unanimously renewed same for con- duct by this agency of its 1985 Firemen's Bazaar, scheduled at Liberty Heights Fair- grounds during the period June 24, 1985 - June 29, 1985.
