'l <br /> <br />APRIL 9, 1985 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, April 9, 1985, in the <br /> <br />--- <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William C. Cole, Jr., Mayor; Eliza H. Severt, Vice-Mayor; Alfred T. Groden; L. D. <br /> <br />Oakes; and Clyde L. Williams. <br /> <br />Prior to the invocation and Mayor cole's cordial welcome to visitors present, Council <br /> <br />and persons present observed a moment of silent prayer in memory of Mr. Leon Globman, <br /> <br />".-.. <br /> <br />who died April 8, 1985, after a short illness. Among Mr. Globman's many civic activ- <br /> <br />ities was his membership on the City's Planning Commission from 1951 to 1974, having <br /> <br />served as Commission Chairman from 1956 to 1974. <br /> <br />Through Mayor Cole and City Manager Brown, Council recognized and presented service <br /> <br />vice employment as of March 31, 1985: <br /> <br />awards to the following employees who completed five-year incremental periods of ser- <br /> <br />CITY OF MARTINSVILLE <br />SERVICE AWARDS <br /> <br />20 Years <br /> <br />January - March, 1985 <br /> <br />John Wayne Willis <br />Spotswood F.
