(NOTE: City Mana- <br />ger Brown informed Council that some revisions to the City's <br />policy or guidelines, pertaining to amortization, etc., are now <br />under study, in which several local banks have expressed interest <br />as lending agencies.) <br /> <br />AS THE CITY'S PRIORITY NO.2 <br /> <br />The development by the City, with CDBG funding, of a site (or <br />sites) for commercial occupancies, which development would con- <br />sist of property, access roads, water and sewer lines, and storm <br />drainage facilities. <br /> <br />.~ <br /> <br />In connection with Councilman Groden's reference to actions taken by the Henry County <br /> <br />Board of Supervisors and/or the Henry County Public Service Authority on Monday, <br /> <br />February 25th (as reported in the February 26th edition of the Martinsville Bulletin), <br /> <br />relating to certain authorizations and/or directives issued by the Supervisors toward <br /> <br />jointly meeting the long-range sewage treatment needs of the community, City Manager <br /> <br />Brown informed Council that County Administrator Lee Lintecum is in the process of for- <br /> <br />mally notifying the City thereof. <br /> <br />Through City Manager Brown and Mr. Frederick H. Ritts, Attorney at Law and legal <br /> <br />counsel to Virginia "APCO" wholesale electric customers, Council learned that <br /> <br />Appalachian Power Company is in the process of filing an application for an increase <br /> <br />in its wholesale electric rate(s) which, if approved or to the extent approved <br /> <br />,- <br /> <br />(although not to become effective probably until July of 1986), would adversely impact <br /> <br />upon the City's finances, as would--as emphasized by Councilman Groden--a reduction <br /> <br />Appalachian Power Company is proposing in its retail tariffs (which the City parallels) <br /> <br />and/or a cut-back in Federal Revenue-Sharing monies and/or a general ten per cent <br /> <br />increase the City School Board is reported to be recommending for its teaching per- <br /> <br />sonnel. City Manager Brown indicated that he would keep Council apprised of develop- <br /> <br />ments in these matters and, too, in response to Councilman Oakes' request, will prepare <br /> <br />a written report on the status of allocations of electric energy generated at Philpott <br /> <br />Dam. <br />
