~/ (~ ...... -..1 MONDAY JANUARY 28, 1985 Upon motion, duly seconded and unanimously carried by a recorded vote, and pursuant to - sub-sections (a)(1) and (a)(6) of Section 2.1-344 of the CODE OF VIRGINIA (1950, and as amended), Council convened into an Executive Session for the purposes (as hereinbefore stated) of considering nominees for appointment to fill a vacancy on the City's Planning Commission, of nominees for appointment or reappointment to the Board of the Piedmont Seniors of Virginia, Inc., of legal matters within the Council's jurisdiction, and of personnel matters. Upon concluding this Executive Session, Council reconvened into open session; whereupon motion, duly seconded and unanimously carried, Council reappointed t.............. Mrs. Alpha Manson to membership on the Board of Piedmont Seniors of Virginia, Inc., for a three-year term ending February 10, 1988. Upon motion, duly seconded, and with four members of Council voting in favor of the motion (being Messrs. Cole, Groden, Oakes, and Williams) and with Vice-Mayor Severt abstaining, Acting City Manager George W. Brown was appointed to the position of City Manager of the City of Martinsville, effective February 1, 1985. In accepting this appointment with humility but with anticipation of the challenges which lie ahead, meanwhile assuring Council that its policies would be carried out to the best of his ability, Mr. Brown pre- sented the following statement (entitled, "A Commentary and Summary of Goals and Objec- tives") which Mayor Cole described as having the potential of being a rallying point by which Council and the City can progress and achieve many of its goals: ,- Listed below are an analysis and commentary covering various matters of concern facing the City, along with a course of action in addressing these concerns. Personnel and Public Relations Martinsville is fortunate in having a high percentage of highly dedicated and loyal employees who carry out their responsibilities in a courteous, conscientious and efficient manner. However, there is a need to improve the City's image through better job performance in some cases and through an effective public relations program. The program should include the establishment of procedures covering investigation and response to citi- zen complaints, answering telephones, supplying information to Council and citizens--whether via telephone or during visits to the various offices. There are areas in which improved cooperation between employees
