<br />~/ (~ <br />...... -..1 <br /> <br />MONDAY <br /> <br />JANUARY 28, 1985 <br /> <br />Upon motion, duly seconded and unanimously carried by a recorded vote, and pursuant to <br /> <br />- <br /> <br />sub-sections (a)(1) and (a)(6) of Section 2.1-344 of the CODE OF VIRGINIA (1950, and as <br /> <br />amended), Council convened into an Executive Session for the purposes (as hereinbefore <br /> <br />stated) of considering nominees for appointment to fill a vacancy on the City's Planning <br /> <br />Commission, of nominees for appointment or reappointment to the Board of the Piedmont <br /> <br />Seniors of Virginia, Inc., of legal matters within the Council's jurisdiction, and of <br /> <br />personnel matters. Upon concluding this Executive Session, Council reconvened into open <br /> <br />session; whereupon motion, duly seconded and unanimously carried, Council reappointed <br /> <br />t.............. <br /> <br />Mrs. Alpha Manson to membership on the Board of Piedmont Seniors of Virginia, Inc., for <br /> <br />a three-year term ending February 10, 1988. <br /> <br />Upon motion, duly seconded, and with four members of Council voting in favor of the motion <br /> <br />(being Messrs. Cole, Groden, Oakes, and Williams) and with Vice-Mayor Severt abstaining, <br /> <br />Acting City Manager George W. Brown was appointed to the position of City Manager of the <br /> <br />City of Martinsville, effective February 1, 1985. In accepting this appointment with <br /> <br />humility but with anticipation of the challenges which lie ahead, meanwhile assuring <br /> <br />Council that its policies would be carried out to the best of his ability, Mr. Brown pre- <br /> <br />sented the following statement (entitled, "A Commentary and Summary of Goals and Objec- <br /> <br />tives") which Mayor Cole described as having the potential of being a rallying point by <br /> <br />which Council and the City can progress and achieve many of its goals: <br /> <br />,- <br /> <br />Listed below are an analysis and commentary covering various matters of <br />concern facing the City, along with a course of action in addressing <br />these concerns. <br /> <br />Personnel and Public Relations <br /> <br />Martinsville is fortunate in having a high percentage of highly dedicated <br />and loyal employees who carry out their responsibilities in a courteous, <br />conscientious and efficient manner. However, there is a need to improve <br />the City's image through better job performance in some cases and through <br />an effective public relations program. The program should include the <br />establishment of procedures covering investigation and response to citi- <br />zen complaints, answering telephones, supplying information to Council <br />and citizens--whether via telephone or during visits to the various <br />offices.
