<br />1126 <br /> <br />TUESDAY, NOVEMBER 25, 1986 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor L. D. Oakes presiding, was held Tuesday, November 25, 1986, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M. All members were present, viz., <br /> <br />L. D. Oakes, Mayor; Clyde L. Williams, Vice-Mayor; William C. Cole, Jr.; Alfred T. <br />Groden; and Allan McClain. <br /> <br />After the invocation and Mayor Oakes'cordial welcome to visitors present, Council <br /> <br />approved the minutes of its special meeting held November 7, 1986, and the minutes <br /> <br />of its regular meeting held November II, 1986, subject to recording Vice-Mayor <br /> <br />Williams' vote as "Yea"--instead of "Nay", as recorded--on the motion to accept for <br /> <br />introduction and to place on first reading proposed Ordinance No. 86-12 to amend <br /> <br />Section 5-39 of the City Code (see page No. 422, MB No. 25). <br /> <br />Pursuant to duly-published public notice and to the requirements of Section <br /> <br />15.1-162.1 of the CODE OF VIRGINIA (1950, and as amended), Council conducted a <br /> <br />public hearing on a proposal to amend the City's 1986-87 Budget by appropriating the <br /> <br />sum of $51,000.00 from Electric Fund Surplus to the Electric Fund's account number <br /> <br />14 950100 3002000 to provide funds to finance the cost of engineering services in <br /> <br />connection with a proposed "SCADA" system for the City's Electric Utility System. <br /> <br />There being no one registering any objections to the proposed amendment, and upon <br /> <br />motion, duly seconded and unanimously carried, Council appropriated said sum for <br /> <br />said purpose. <br /> <br />By report dated November 4, 1986, the Planning Commission recommended that the <br /> <br />recently-completed Mulberry Extension Roadway facility and the currently-named <br /> <br />Market Street be designated and/or changed to Mulberry Road, with a dividing line <br /> <br />between the east and west sections of the street at the intersection of Bridge <br /> <br />Street (with the new street) for numbering purposes.
