<br />004 <br /> <br />TUESDAY, OCTOBER 28, 1986 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, October 28, 1986, <br /> <br />in the Council Chamber, City Hall, beginning at 7:30 P.M. All members of <br /> <br />Vice-Mayor; William C. Cole, Jr.; Alfred T. Groden; and Allan McClain. <br /> <br />Council were present, as follows: L. D. Oakes, Mayor; Clyde L. Williams, <br /> <br />After the invocation, followed by Mayor Oakes' cordial welcome extended to <br /> <br />visitors present, Council unanimously approved of the minutes of its regular <br /> <br />meeting held October 14, 1986. <br /> <br />In tentative acceptance of the Martinsville Planning Commission's recommen- <br /> <br />directed that dUly-advertised public hearings be conducted by Council thereon <br /> <br />dations that Council grant the following property rezoning requests, Council <br /> <br />at its forthcoming November 11th regular meeting: <br /> <br />(1) By Mr. W. Lee Hussey, II, seeking the rezoning of Lots 119-124 <br />abutting Lavinder Street (west of Union Street and east of Doe <br />Street) from R-6 Residential to C-3 Commercial; and <br /> <br />(2) By Mr. & Mrs. G. Bruce Spencer, seeking the rezoning of Lot No. <br />12 at 317 Brown Street from R-6 Residential to P-2 Professional. <br /> <br />Council at its forthcoming November 11th regular meeting on the following <br /> <br />Council also directed that dUly-advertised public hearings be conducted by <br /> <br />matters: <br /> <br />(1) A request filed by JAMCARR, Inc, seeking a modification of a <br />Special-Use Permit issued in 1974 to Buena Vista, Inc., for a <br />56-unit townhouse complex to be constructed on Pine Hall Road, <br />approval of which modification (proposing a "village" concept for <br />the project) the Planning Commission recommended, subject to the <br />conditions set forth in the Commission's October 20th report; and <br /> <br />(2) A proposed amendment (arising from the foregoing JAM CARR request) <br />to Section VIII (c)(8)(h) of the City's Zoning Ordinance whereby <br />minimum lot width is proposed to be reduced from eighteen (18) <br />feet to fourteen (14) feet. Council's approval of this amendment <br />was recommended by the Planning Commission ......because of the <br />potential for modular construction of townhouses...... in the <br />City. <br />
