TUESDAY, OCTOBER 14, 1986 Piedmont Trust Bank is concerned. After some discussion, upon motion (duly seconded and unanimously carried), Council directed City Manager Brown to develop agreements with the City's financial and legal advisors and to develop an "RFP" (Request for Proposal) to be forwarded to local banking institutions for Council's consideration at its next regular meeting. Council agreed to conduct its annual tour of City facilities on Friday, November 7, 1986, beginning at 12 noon at the City's Prison Farm. ,,- Council acknowledged receipt of the first of monthly financial statements (in the form of fund balances, excluding fixed assets) which the City's Finance Department prepared and will be preparing in addition to the more detailed quarterly financial reports. Council acknowledged, with appreciation, Mr. Bruce Dallas' complimentary remarks concerning the recent resurfacing by the City of the West portion of Fayet te Street. The following represents a summary of several comments and suggestions offered and/or inquiries posed by various members of Council: .,- 1. By Councilman McClain -- as to the estimated cost of updating the City's 1977 Transit Study (estimated by City Manager Brown to cost $10,000.00); and, as to a schedule and need for installing street-name signs at intersections along the recently-completed Mulberry Road (Extension) Project; 2. By Vice-Mayor Williams -- on unsightly and/or unsafe conditions at certain vacant lots within the City and as to the City's recourse to abate these conditions; and 3. By Mayor Oakes -- commending persons involved in recently bringing to the City a meeting of the Virginia State Chamber of Commerce; on need to increase sight distance at the intersection of Moss Street and Mulberry Road Extension; and on the prepara- tion (in process) of a new cable franchise, to replace the present cable franchise soon to expire. .. 397
