<br />383 <br /> <br />THURSDAY, SEPTEMBER 25, 1986 <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in regular session assembled, that: <br /> <br />1. This Council strongly opposes any legislative attempt to <br />mandate use of private engineers and surveyors at the <br />developer's option in the City of Martinsville to perform <br />subdivision inspections and to mandate such use by local <br />government of such private professionals for inspections <br />relative to residential development. <br /> <br />- <br /> <br />2. Such moves would constitute unwarranted intrusion into the <br />detailed affairs of local governments and deprive them of <br />necessary control over the enforcement of their own ordi- <br />nances; raise serious questions of responsibility and <br />liability for such work, professional accountability, and <br />payment for services; and force a professional relationship <br />that local governments may not want, which in itself is <br />unworkable. <br /> <br />3. Such legislative action is utterly unnecessary since local <br />governments are discharging their review and inspections in <br />a timely, competent, and efficient manner. <br /> <br />In accordance with petitions submitted by a number of citizens residing in <br /> <br />the Forest Park-Druid Hills areas of the City, Council unanimously autho- <br /> <br />rized and directed that the area(s) of the City's Spruce Street Ballfield/ <br /> <br />Tennis Courts be designated a City Park. <br /> <br />Council acknowledged receipt of a report by City Manager Brown on a recent <br /> <br />and satisfactory conference with Mr. Hardin H. Edwards and other members <br /> <br />~, <br /> <br />of the local American Legion organization (Pannill Post No. 42) regarding <br /> <br />a matter brought before Council by Mr. Edwards at Council's recent <br /> <br />September 9th meeting, which pertained to bingo games conducted under City <br /> <br />permit by Regular Veterans Association, Post No.8. In his report, Mr. <br /> <br />Brown informed Council that Mr. Hardin and his associates are now <br /> <br />generally convinced that the Regular Veterans Association (Post No.8) has <br /> <br />met the permit requirements for bingo operations as set forth in the State <br /> <br />Code. <br />
