<br />a61 <br /> <br />TUESDAY, AUGUST 26, 1986 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor L. D. Oakes presiding was held Tuesday, August 26, 1986, <br /> <br />in the Council Chamber, City Hall, beginning at 7:30 P.M., all members being <br /> <br />present, viz., L. D. Oakes, Mayor; Clyde L. Williams, Vice-Mayor; William C. <br /> <br />Cole, Jr.; Alfred T. Groden; and Allan McClain. <br /> <br />After the invocation and Mayor Oakes' cordial welcome extended to visitors <br /> <br />present, Council unanimously approved--as recorded--the minutes of its regular <br /> <br />meeting held August 12, 1986. <br /> <br />Pursuant to duly-published notice, Council conducted a public hearing on a <br /> <br />petition (filed by Mr. Curtis M. Hiatt as agent for Mrs. Daisy H. Hylton and <br /> <br />Mr. William R. Thomason) seeking the closing and vacating of an unimproved <br /> <br />section of Branch Street situated between Lot No. 3 fronting on Chalmers Street <br /> <br />and Lot No. 11 fronting on Forest Street. There being no objections registered <br /> <br />by any citizen to this petition, Mayor Oakes declared this public hearing <br /> <br />closed; whereupon motion, duly seconded and unanimously carried, Council <br /> <br />accepted the Planning Commission's recommendation that said street portion be <br /> <br />closed and abandoned, subject to the voluntary dedication by adjacent property <br /> <br />owners of sufficient right-of-way for a turn-around (to be constructed by the <br /> <br />City) at the end of Branch Street. Council concurred with Councilman Cole's <br /> <br />request that (subject to the dedication of said right-of-way) the turn-around, <br /> <br />estimated to cost between $500.00 and $800.00, using City forces, be con- <br /> <br />structed in the very near future, certainly before the forthcoming winter <br /> <br />season. An ordinance, duly adopted and effecting the closing and abandonment <br /> <br />of said street section, follows: <br /> <br />BE IT ORDAINED by the Council of the C1ty of Martlnsville, Virginia, <br />in regular meeting assembled, that the unimproved portion of Branch <br />Street, being between Lot No. 3 fronting on Chalmers Street and Lot <br />
