<br />~0 <br />~~ <br /> <br />Recommendations <br /> <br />In consldera~lon of the need for additional wastewater treatment capacity <br />to meet the current needs of Pannill Kni~ting Company, the projected <br />increased treatment needs of Tul~ex and Bassett Walker Knitting before the <br />Third Plant (Marrowbone) can be constructed, and the need to provide <br />treatment capacity to meet probable industrial, commercial and residential <br />growth coupled with the requirement of the State agencies that color <br />removal facilities be provided by January 1989, it 1s recommended that the <br />City's Plant be expanded from 6 MGO ~o 8 MGO. However, because of the <br />decision of Pannill Knitting Company not to expand in Martinsville we will <br />be able to extend the required completion date from April 1987 to July <br />1987. This will allow more time for the advertising and award process, <br />plus giving sufficient time to the potential contractor to obtain required <br />materials within a time frame to avoid costly penalties. <br /> <br />Attached is a revised plan for financing future wastewater facilities <br />which again reflects participation by the Henry County PSA to the extent <br />of 1/3 of the cost of expanding the City's Plant, recognizing that ~he <br />City will have to purchase the Authority's current 2 MGD allocation in the <br />City'S Plant plus their 0.66 MGO allocation in the 2 MGD plant expansion <br />when their wastewater is diverted from the City's Plant to the PSA's <br />Marrowbone Plant. <br /> <br />~B <br /> <br />GWB/jbl <br />Enclosure <br /> <br />4 <br />
