Brown, City Manager <br /> <br />SUBJECT: Update Report--City/County Wastewater Facilities <br /> <br />Background <br /> <br />During the regular meeting of Council held May 13, 1986, I submitted an <br />update report dated May 7, 1986, on City/County Wastewater Facilities. In <br />this report I indicated that the plan approved sometime ago by the City <br />and County for meeting the wastewater treatment needs for Martinsville and <br />Henry County through use of existing treatment plants at their current <br />capacity and the construction by the Henry County Public Service Authority <br />(PSA) of a Third Plant (Marrowbone Plant) by January 1989 was no longer <br />feasible. The treatment facilities included in this plan could not be <br />provided within a, time frame to meet the accelerated dye facilities <br />expansion program of Pannll1 Knitting Company in Martinsville which would <br />result in a 0.5 MGD increase in water consumption by April 1987; and <br />because of the proposed increase in water consumption by Tultex of 1.0 MGD <br />by the end of 1987 and the increase in projected flow by Bassett Walker <br />Knitting Company into the City's Plaot through 1988. <br /> <br />In support of this conclusion a sheet was attached to the report showing <br />the projected increases in industrial flows for TUltex, Pannill, aod <br />Bassett Walker, along with the planned schedule for providing wastewater <br />facilities by Henry County and Martinsvllle through 1988. This <br />information revealed that there would be a treatment plant deficiency of <br />1.7 MGD in April 1987 and a 2.1 MGD deficiency by January 1, 1988. It was <br />noted that these deficiencies could be decreased if the diversion of up to <br />2.8 MGD to the PSA Upper Smith River Plant could be accomplished rather <br />than the planned 1.5 MGD. It was pOinted out that even if 2.8 MGD could <br />be diverted to the Koehler Plant there would be a deficiency in treatment <br />capacity of 0.8 MGD. Therefore, because of the projected treatment <br />deficiency, a recommendation was made to Council to expand the City's <br />Plant from 6 MGD to 8 MGD, which, without detailed plans, was estimated to <br />cost $2,275,000. It was noted that this was the only way the treatment <br />needs of Pannill Knitting Company and Tultex could be met through year <br />1988.
