~o~
t-J ~~~

TUESDAY, MAY 27, 1986

A regular semi-monthly meeting of the Council of the City of Martinsville, Virginia,

with Mayor William C. Cole, Jr., presiding, was held Tuesday, May 27, 1986, in the

Council Chamber, City Hall, beginning at 7:30 P.M., with all members being present,

viz., William C. Cole, Jr., Mayor; Eliza H. Severt, Vice-Mayor; Alfred T. Groden;

L. D. Oakes; and Clyde L. Williams.

After the invocation and Mayor Cole's cordial welcome to visitors present, Council

unanimously approved of the minutes of its special meeting held May 7, 1986, and of

its regular meeting held May 13, 1986.

Pursuant to statutory requirements and duly-published public notice, Council con-

ducted a public hearing for the purpose of receiving expressions and opinions from the

citizens of Martinsville as a means of (1) identifying the future cable-related com-

munity needs and interests in the City of Martinsville, Virginia, and (2) reviewing

the performance of Martinsville Cablevision (division of Multi-Channel T.V. Cable Co.

of Mansfield, Ohio) under its existing franchise, which is due to expire on December

31, 1986. Appearing in person and registering his objections to recent channel-pro-

gramming changes by Martinsville Cablevision, as well as charges therefor, was Mr.

William P. Swanson, of 1224 Mulberry Road, who not only asserted that local cable-

vision subscribers have been treated unfairly at times by Martinsville Cablevision

but also suggested that Council invite competitive bids for the privilege of pro-

viding cablevision service to Martinsville subscribers. Much in the same vein were

the following two letters, the first of which was addressed to Councilman Groden and

written by Mr. George E. Morris, Jr., of 1025 Mulberry Road, and the second being

addressed to City Manager Brown and written by Mr. B. J. Piper, of 1226 Knollwood

Place:
