<br />..... <br /> <br />26: <br /> <br />MONDAY, APRIL 28, 1986 <br /> <br />Meanwhile, Vice-Mayor Severt called Council's attention to the fact that Council has <br /> <br />yet to decide whether to approve or dis-approve the City Manager's recommended trans- <br /> <br />fers of funds from the several utility funds to the General Fund in 1986-87 and, also, <br /> <br />to the effect any changes in such amounts would have upon now-projected surplus <br /> <br />balances. <br /> <br />Councilman Oakes introduced a motion that Council ask the School Board to reduce its <br /> <br />1986-87 budget request by $200,000.00; however, this motion failed for lack of a <br /> <br />second. Councilman Groden then introduced a motion, seconded by Vice-Mayor Severt, <br /> <br />that the School Board reduce its 1986-87 budget request by $225,000.00. This motion <br /> <br />carried by a vote of three-to-two (Mayor Cole and Councilman Williams voting against <br /> <br />the motion, with Mr. Williams again expressing reluctance to select or designate a <br /> <br />specific figure or amount). <br /> <br />As to the School Board's request that it be allowed to use some $97,000.00 from its <br /> <br />1985-86 budget for the purposes hereinbefore cited, and after some discussion em- <br /> <br />phasizing the need to purchase aluminum bleachers for visitors (as hereinbefore <br /> <br />referred to), Vice-Mayor Severt introduced a motion, seconded by Councilman Groden, <br /> <br />that the City's projected opening surplus (at July 1, 1986) be amended and/or re- <br /> <br />duced by the sum of $40,000.00, to permit the School Board to purchase said bleachers <br /> <br />and, also, to repair a school building roof, cost of which to be charged to its Cur- <br /> <br />rent budget. This motion carried by a vote of four-to-one (Mayor Cole voting against <br /> <br />the authorizing motion). Council then expressed its appreciation to the School Board <br /> <br />not only for the statistical data and other information presented by the Board but <br /> <br />also for its frankness in sharing with the Council both its problems and its achieve- <br /> <br />ments. <br /> <br />,_.
