<br />'4'"> <br />c: ~ <br /> <br />TUESDAY, APRIL 8, 1986 <br /> <br />meet the area's projected wastewater treatment needs) and no permit has yet been <br /> <br />issued by the Water Control Board for the design and construction of the PSA's <br /> <br />proposed Marrowbone plant. And, commenting on Mayor Cole's suggestion that, per- <br /> <br />haps, the City should concentrate on attracting "dry" industries (i.e., those not <br /> <br />using large quantities of water) to reduce and/or curtail the demand upon local <br /> <br />wastewater treatment facilities and/or to forestall increasing treatment facilities, <br /> <br />Mrs. Severt expressed herself as being in favor of not only ".....taking care of <br /> <br />present industries" but also continuing efforts to attract new industries, whether <br /> <br />"wet" or "dry". <br /> <br />Also, in response to several concerns recently expressed by Councilman Williams, <br /> <br />City Manager Brown presented a written report (dated April 2, 1986) dealing with <br /> <br />these concerns, viz., (1) the City's storm drainage policy and the responsibility <br /> <br />upon citizens as to their private properties; (2) the City's Housing Rehabilitation <br /> <br />Program, which is funded through November of 1987; and (3) a "We11ness Program" sug- <br /> <br />gested by Councilman Williams for City employees. Councilman Williams expressed <br /> <br />appreciation of City Manager Brown's report on these concerns; however, Mr. Williams <br /> <br />also expressed his belief that the City ought to be of more assistance in the areas <br /> <br />of storm drainage and housing, causes for which he indicated he would continue his <br /> <br />efforts. <br /> <br />Several members of Council indicated that they recently received an inquiry from Mr. <br /> <br />Ronald A. Brugge, of 1911 Dundee Lane, as to statutory provisions, if any, requiring <br /> <br />the displaying on motor vehicles of the City's license decals. Council also indi- <br /> <br />cated receipt of a written opinion on this matter from Mr. J. Randolph Smith, Jr., <br /> <br />City Commonwealth's Attorney, who discussed the opinion in person before Council. <br /> <br />Council referred this inquiry to City Manager Brown for reply. <br />
