Councilman Oakes' report of citizen complaints on the lack <br />of cleanliness in the downtown business area; <br /> <br />C. Councilman Oakes' inquiry regarding the on-going Mulberry <br />Street Extension Project, particularly as to the schedule <br />for re-opening Broad Street and Bridge Street intersections; <br /> <br />-- <br /> <br />D. Vice-Mayor Severt's inquiry and recent newspaper-television <br />accounts regarding reddish-colored water being discharged by <br />the City's sewage treatment plant and reaching as far down- <br />stream Smith River as Eden, North Carolina, with City Mana- <br />ger Brown indicating the, while harmless, such discharge <br />and/or lack of removal by the City is within the standards <br />or permit requirements established for the City's treatment <br />plant by the State Water Control Board; <br /> <br />E. Vice-Mayor Severt's request for a progress or status report <br />regarding the proposed "Marrowbone" sewage treatment plant <br />to be constructed by Henry County Public Service Authority <br />and in which the City proposes to purchase a certain amount <br />of capacity (see Council minutes of February 12, 1985), <br />which plant might be designed to remove colors resulting <br />from local textile industries' dyeing operations; and <br /> <br />F. Mayor Cole's progress or status report covering findings <br />and/or actions by a special VML insurance study committee, <br />of which Mayor Cole is a member. <br /> <br />Purusant to the requirements of subsections (a)(l), (a)(2), and (a)(6) of Section <br /> <br />2.1-344 of the Code of Virginia (1950, and as amended) and upon motion, duly <br /> <br />seconded and unanimously carried by a recorded vote, Council convened into an Execu- <br /> <br />tive Session for the following purposes: <br /> <br />A. To consider nominees for appointment and/or reappointment to <br />certain boards and commissions; <br /> <br />B. To consider a personnel matter; <br /> <br />C. To consider disposing of certain City-owned real property; and <br /> <br />D. To consider, with counsel, a legal matter. <br /> <br />Upon reconvening into regular session, Council took action on only one of the fore- <br /> <br />going matters, viz., Council unanimously authorized City Manager Brown to offer for <br /> <br />- --'---~"--'------,--_.-.
