<br />22: <br /> <br />TUESDAY, MARCH 11, 1986 <br /> <br />/- <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, March 11, 1986, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William C. Cole, Jr., Mayor; Eliza H. Severt, Vice-Mayor; Alfred T. Groden, L. D. <br /> <br />Oakes; and Clyde L. Williams. <br /> <br />-- <br /> <br />Following the invocation and Mayor Cole's cordial welcome to visitors present, City <br /> <br />Manager Brown introduced to Council Mr. Dennis Carney, who was recently appointed by <br /> <br />Mr. Brown to the position of City Planner, effective March 1, 1986. <br /> <br />Upon motion, duly seconded and unanimously carried, Council approved--as recorded-- <br /> <br />the minutes of its regular meeting held February 25, 1986, and of its special meeting <br /> <br />held February 28, 1986. <br /> <br />Council called for a duly-advertised public hearing to be conducted by Council at its <br /> <br />forthcoming March 25th meeting on a proposal, recommended by the Martinsville Plan- <br /> <br />ning Commission, that the Special-Use Permit issued under date of November 24, 1981, <br /> <br />for premises at 215 and 217 Starling Avenue and occupied by the Piedmont Arts Associ- <br /> <br />ation, be amended to allow this organization to conduct on and at said premises tem- <br /> <br />porary, promotional, recreational, or fund-rasing amusement activities and facilities <br /> <br />of not more than two (2) days duration, as more specifically set forth in sub- <br /> <br />paragraph 8 of Paragraph E of Section V of the City's Zoning Ordinance. In so recom- <br /> <br />mending, the Planning Commission noted that the Piedmont Arts Association recently <br /> <br />requested that said premises be rezoned from R-6 Residential to P-2 Professional; how- <br /> <br />ever, the Commission also noted that the foregoing usage (for which rezoning was re- <br /> <br />quested) is currently neither allowed in the P-2 zones nor in the R-6 zones and, <br /> <br />therefore, to accommodate the petitioner's request, with which the Commission concurred, <br /> <br />-~.---_....__._--_._-------~-----,-~.._._---,-_._.._------.---- <br />
