<br />-JO <br /> <br />TUESDAY, NOVEMBER 24, 1987 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, November 24, 1987, <br /> <br />in the Council Chamber, City Hall, beginning at 7:30 P.M. All members of <br /> <br />Council were present, viz., L. D. Oakes, Mayor; Clyde L. Williams, Vice-Mayor; <br /> <br />William C. Cole, Jr.; Alfred T. Groden; and Allan McClain. <br /> <br />After the invocation and Mayor Oakes' cordial welcome extended to visitors <br /> <br />present, Council unanimously approved--as recorded--the minutes of its regular <br /> <br />meeting held November 10, 1987. <br /> <br />Pursuant to duly-published public notice, Council conducted a public hearing on <br /> <br />Mr. Julius C. Murrell's petition (previously approved by the Planning <br /> <br />Commission) seeking the vacating and abandonment of a small triangular strip of <br /> <br />right-of-way situated on the west side of Market Street near its intersection <br /> <br />with Fayette Street (formerly having been a part of abandoned Elizabeth Street), <br /> <br />which strip consists of approximately 412 square feet and abuts petitioner's <br /> <br />property at that location. There being no objections registered by any citizen <br /> <br />to the petition, Mayor Oakes declared this public hearing closed; whereupon <br /> <br />motion, duly seconded and unanimously carried, Council adopted an ordinance <br /> <br />which conditionally ordered and directed the vacating and abandonment of said <br /> <br />strip. Also made a part of this action was the condition that Mr. Murrell pay <br /> <br />to the City a sum to be negotiated by City Manager Brown (a report on which Mr. <br /> <br />Brown will present to City Council) for said right-of-way, which sum Mr. Brown <br /> <br />recommended be 25% of the value established by the City's Commissioner of <br /> <br />Revenue; however, Councilman McClain advocated that the same principle as was <br /> <br />recently applied in establishing a value (i.e., sum) which the Martinsville <br />
