<br />1 .~ 8) <br />JL <br /> <br />TUESDAY, NOVEMBER 10, 1987 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, November 10, 1987, <br /> <br />in the Council Chamber, City Hall, beginning at 7:30 P.M. With the exception of <br /> <br />Councilman Alfred T. Groden. who was away from the City, all members of Council <br /> <br />were present, viz., L. D. Oakes, Mayor; Clyde L. Williams. Vice-Mayor; William <br /> <br />C. Cole. Jr.; and Allan McClain. <br /> <br />After the invocation and Mayor Oakes' cordial welcome to visitors present, City <br /> <br />Manager George W. Brown introduced to Council Mr. Joel Baker, who became the <br /> <br />City's Building Official as of November 2, 1987, succeeding Mr. James B. Jones, <br /> <br />Jr., who recently retired. <br /> <br />Council unanimously approved the minutes--as recorded--of Council's regular <br /> <br />meeting held October 27, 1987. <br /> <br />Pursuant to duly-published notice, Council conducted a public hearing on a <br /> <br />petition filed by Miss Jane English seeking the rezoning of her properties (Lots <br /> <br />Nos. 18 thru 22) situated at 502-514 East Church Street from R-9 Residential to <br /> <br />P-2 Professional. By report dated October 26, 1987, the Martinsville Planning <br /> <br />Commission (by a vote of four-to-three and with two abstentions) recommended <br /> <br />that Council approve this petition; however, City Manager Brown (verbally and in <br /> <br />writing) expressed "....serious concerns with respect to this recommendation" as <br /> <br />did, reportedly, several members of the Planning Commission inasmuch as to grant <br /> <br />the petition would constitute "spot zoning" contrary to the projected future use <br /> <br />of property in the general area, as shown on the City's Land Use Plan, a map of <br />
