.~

TUESDAY, OCTOBER 13, 1987

estimated 1987 revenue of $1,388,134.00) should the City's appeal of a Circuit Court

ruling (that the City can not legally tax certain equipment leased to local

manufacturers) be unsuccessful.

,-

Council unanimously accepted and endorsed an Overall Economic Development Plan,

recently developed by the special OEDP Committee and presented to Council at

Council's regular meeting held September 22, 1987. In so doing, Council acknowledged

with much appreciation the splendid work of the Committee, as well as that of the

Committee's ex-officio memebers, in carrying out its assignment, especially within

the limited time constraint attached to the assignment. Meanwhile, City Manager

Brown indicated that the OED Plan and report places the City in line for Federal

Funding of economic development projects and, too, that there might be need to

continue such a committee in force, probably on a year-to-year basis.

Council unanimously agreed that some of its members, if not all, might attend a

regional "legislative" meeting (sponsored by the Virginia Municipal League) in

Lynchburg, at the Hilton Hotel, on November 18, 1987, beginning at 5:30 P.M.

Council unanimously authorized the execution, on behalf of the City, by City Manager

Brown, of an agreement with Mr. James T. Gasper, owner of Auto Glass Specialty, which

is located outside the City on DuPont Road (within the City's water service area), by

which agreement, in and to which the City's C-3 Commerical covenants shall apply,

Auto Glass Specialty may obtain City water service. Council's action in this matter

was in accordance with the Planning Commission's findings and recommendations

thereon.

Also, in acceptance of the Planning Commission's recommendations, Council unanimously

authorized City Manager Brown to execute an agreement with Abercrombie Oil,
