<br />74 <br /> <br />TUESDAY, AUGUST 11, 1987 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br /> <br />with. Mayor L. D. Oakes presiding, was held Tuesday, August 11, 1987, in the Council <br /> <br /> <br />Chamber, City Hall, beginning at 7:30 P.M. All members of the Council were present, <br /> <br /> <br />viz., L. D. Oakes, Mayor; Clyde L. Williams, Vice-Mayor; William C. Cole, Jr.; <br />Alfred T. Groden; and Allan McClain. <br /> <br />After the invocation and Mayor Oakes' cordial welcome to visitors present, Council <br /> <br />unanimously approved--as recorded--the minutes of its regular meeting held July 28, <br />1987. <br /> <br />In tentative acceptance of a recommendation from the Planning Commission that-- <br /> <br />subject to certain conditions made a part of the recommendation--Council authorize <br /> <br />the issuance of a Special-Use Permit to W. H. Weaver Construction Company/ Martins- <br /> <br />ville Housing Partnership, applicant, to allow applicant to construct Phase II of <br /> <br />its Martin's Landing Project, which Phase II will consist of forty-four (44) apart- <br /> <br /> <br />ment units, all being on the north side of East Church Street near the City's east <br /> <br />corporate limits, Council called for a duly-advertised public hearing to be <br /> <br />conducted by Council on this application at Council's forthcoming August 25th <br /> <br />meeting. <br /> <br />City Manager Brown recommended that the City's 1987-88 Budget be amended and/or <br /> <br />adjusted in accordance with a line-item schedule presented to reflect changes in the <br /> <br />Constitutional Officers' budgets approved by the State Compensation Board, to <br /> <br />reappropriate funds for purchases made in the City's 1986-87 fiscal year for which <br /> <br />invoices remain outstanding but were projected to be paid in developing the 1987-88 <br /> <br /> <br />Budget, and to appropriate funds for "carry-over" or outstanding purchase orders at <br /> <br />June 30, 1987. In so recommending, City Manager Brown pointed out (and City <br /> <br /> <br />Attorney Worthy concurred) that, because of the amounts involved, it will not be <br /> <br /> <br />necessary for Council to conduct a public hearing on these proposed adjustments (see <br />
