<br />50 <br /> <br />TUESDAY, JU~E 23,_ 1987 <br /> <br />greater parental awareness of students' academic performance, all of which would <br /> <br />enhance the quality of public education in Martinsville and, in turn, put the City <br /> <br />in a better position to attract new industry. Also expressed on Mr. Russell's <br /> <br />behalf was his opinion that, except for strong moral values, nothing is more <br /> <br />important than the basic education of an entire populace as a fundamental require- <br /> <br />ment for the continuity of the "American way of life". <br /> <br />The third citizen nominated, being nominated by Councilman McClain, was Mr. Roger D. <br /> <br />Martin, a 1971 graduate from VPI & State University with a degree in Business <br /> <br />Management and, presently, Executive Vice President of Prillaman Chemical <br /> <br />Corporation, whose headquarters are in Martinsvi1le. In nominating Mr. Martin, <br /> <br />Councilman McClain adjudged Mr. Martin as being eminently qualified to serve as a <br /> <br />member of the City School Board and as being quite active in community activities. <br /> <br />There being no other nominations, Mayor Oakes declared the nominations closed. In <br /> <br />the initia~ voting, Mrs. Hairston received one vote (being that of Vice-Mayor <br /> <br />Williams), Mr. Russell received one vote (being that of Councilman Cole), and Mr. <br /> <br />Martin received three votes (being those of Councilman McClain, Councilman Groden, <br /> <br />and Mayor Oakes); whereupon, both Councilman Cole and Vice-Mayor Williams changed <br /> <br />their votes and Mr. Martin was declared unanimously appointed to the City School <br /> <br />Board for a three-year term beginning July 1, 1987. <br /> <br />At this point, pursuant to the requirements of subsection (a)(l) of Section 2.1-344 <br /> <br />of the CODE OF VIRGINIA (1950, and as amended), and upon motion, duly seconded and <br /> <br />unanimously carried (being by a recorded vote), Council convened into another <br /> <br />Executive Session to consider a personnel matter. Upon reconvening into regular and <br /> <br />open session, Council took no action on this matter; whereupon, Mayor Oakes declared <br /> <br />this meeting adjourned. <br /> <br /> <br />Clerk of Counci <br />
