<br />36 <br /> <br />TUESDAY, MAY 26, 1987 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor L. D. Oakes presiding, was held Tuesday, May 26, 1987, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M. All members of Council were present, <br /> <br />viz., L. D. Oakes, Mayor; Clyde L. Williams, Vice-Mayor; William C. Cole, Jr.; <br /> <br />Alfred T. Groden; and Allan McClain. <br /> <br />After the invocation and Mayor Oakes' cordial welcome extended to visitors present, <br /> <br />Council unanimously approved--as recorded--the minutes of its regular meeting held <br /> <br />May 12, 1987. <br /> <br />Pursuant to duly-published public notice, Council conducted a public hearing on the <br /> <br />Martinsville Volunteer Fire Company's application for a Special-Use Permit to allow <br /> <br />for the conduct of the Fire Company's 1987 Firemen's Bazaar at Lot 1A at Martins- <br /> <br /> <br />ville Senior High School baseball field (which abuts Fairy Street) during the period <br /> <br /> <br />June 22, 1987, through June 27th, 1987. The record notes that the former site (at <br /> <br />Liberty Heights Fairgrounds) heretofore made available for the annual Firemen's <br /> <br />Bazaars is no longer available because of impendent development of a shopping mall <br /> <br />thereon (by The Lester Group, owner of said former site). Representing the <br /> <br />Volunteer Fire Company was its President, Mr. William Hooper, who informed Council <br /> <br />that adequate liability insurance coverage has been obtained for the 1987 Bazaar. <br /> <br />There being no objections registered by any citizen (to the proposed issuance of a <br /> <br />Special-Use Permit, as applied for), Mayor Oakes declared the public hearing closed; <br /> <br />whereupon motion, duly seconded and unanimously carried, Council directed that the <br /> <br />Special-Use Permit be issued, as recommended by the Planning Commission, with the <br /> <br />following conditions being made a part thereof (also as recommended by the Planning <br /> <br />Commission) which require that (1) adequate water and sewer facilities be provided, <br /> <br />(2) proof of adequate liability insurance coverage for the 1987 Bazaar shall be <br /> <br /> <br />presented, (3) the Bazaar shall close each night no later than midnight, (4) no <br /> <br /> <br />"girlie" shows shall be allowed, and (5) no gambling on the premises will be <br /> <br /> <br />allowed. <br />
