<br />6 <br /> <br />TUESDAY, APRIL 14, 1987 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor L. D. Oakes presiding; was held Tuesday, April 14, 1987, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M. All members were present, as follows: <br /> <br />L. D. Oakes, Mayor; Clyde L. Williams, Vice-Mayor; William C. Cole, Jr.; Alfred T. <br /> <br />Groden; and Allan McClain. <br /> <br />After the invocation and following Mayor Oakes' cordial welcome to visitors present, <br /> <br />Council--through Mayor Oakes and City Manager Brown--recognized the following <br /> <br />recently-retired employees and presented to them tokens of the Council's <br /> <br />appreciation of their service to the City and its citizens: <br /> <br />1. John Robert Campbell, retired as Water Maintenance Supervisor; first <br />employed July 26, 1971; and <br /> <br />2. William D. Belton, retired as Equipment Operator for Street Division <br />of Public Works Department; first employed June 11, 1970. <br /> <br />Upon motion, duly seconded and unanimously carried, Council approved--as recorded-- <br /> <br />the minutes of its regular meeting held March 24, 1987. <br /> <br />Pursuant to duly-published notice, Council conducted a public hearing on a petition <br /> <br />filed by Mrs. G. T. White and Mr. Eugene Medley, and as amended by the Planning <br /> <br />Commission, seeking (as amended) an M-3 zoning of Lots A through F at 410 Memorial <br /> <br />Boulevard to allow Mr. Medley to operate a research laboratory at said location for <br /> <br />his detergent manufacturing operations located on Stultz Road and, also, minor <br /> <br />detergent mixing and dyeing in the rear portion of the building at 410 Memorial <br /> <br />Boulevard. There being no objections registered at this hearing, Mayor Oakes then <br /> <br />declared the hearing closed; whereupon motion, duly seconded and unanimously <br /> <br />carried, Council accepted the Planning Commission's recommendation that the property <br /> <br />be rezoned to M-3 Industrial and, in so doing, Council adopted the following <br /> <br />ordinance amending the City's Zoning Map to reflect this action: <br />
