<br />lO <br /> <br />,TUESDAY, MARCH 24, 1987 <br /> <br />refunding bonds (Series 1987) of the City of Martinsville, Virginia, in the amount <br /> <br />of $1,160,264 and setting forth the form and details thereof, which bonds were <br /> <br />authorized sold to Scott & Stringfellow by Council's action taken thereon during its <br /> <br />regular meeting held March 10, 1987. <br /> <br />Upon recommen~ation of the City's Electoral Board (represented at this meeting by <br /> <br />former Mayor/Councilman William D. Hobson, a member of the Electoral Board) and for <br /> <br />the reasons set forth in the Board's recommendation, Council unanimously adopted the <br /> <br />following resolution authorizing and directing City Attorney Worthy to apply to the <br /> <br />Civil Rights Division of the U. S. Department of Justice for approval to relocate <br /> <br />Voting Precinct No.2 from the City School System's Brown Street Shop building to <br /> <br />the Library of Martinsville Junior High School on Cleveland Avenue: <br /> <br />WHEREAS, the Martinsville Electoral Board has requested the Martinsville <br />City Council to move the location of Voting Precinct 1/2 from the School <br />Shop Building on Brown Street to the Library at the Martinsville Junior <br />High School on Cleveland Avenue; and <br /> <br />WHEREAS, this relocation of the Precinct would allow for better lighting, <br />better temperature control, better handicap access, provide a more spacious <br />area, and is located around the corner from the existing Precinct; and <br /> <br />WHEREAS, the Voting Rights Act requires approval by the U. S. Department of <br />Justice of any changes in voting precincts; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled on March 24, 1987, that the City Attorney be, and <br />he hereby is, authorized and directed to apply to the Civil Rights Divi- <br />sion, U. S. Department of Justice, Washington, D. C., in accordance with <br />the requirements of the Voting Rights Act, for approval of the relocation <br />of Voting Precinct 1/2 from the School Shop Building on Brown Street to the <br />Library at the Martinsville Junior High School on Cleveland Avenue in the <br />City of Martinsville. <br /> <br />Upon recommendation of City Manager Brown, Council unanimously adopted the following <br /> <br />resolution which requests the Virginia Department of Transportation (formerly the <br /> <br />Department of Highways & Transportation) to add 1.67 lane miles resulting from the <br /> <br />construction of Market Street and to delete 0.25 lane miles from sections of Brown, <br /> <br />Broad, and Bridge Streets (also as a result of the construction of Market Street) <br /> <br />for maintenance payments by the State of Virginia (to the City of Martinsville) <br />
