<br />a76 <br /> <br />TUESDAY, FEBRUARY 24, 1987 <br /> <br />this traffic lane prior to building the entire project in an <br />effort to provide partial traffic relief at this intersection at <br />the earliest possible date. <br /> <br />If, however, the acquisition of right-of-way for the turn lane is <br />delayed because of relocation problems to the extent that a very <br />short period would result between the projected construction date <br />of the turn lane and the scheduled date of the entire project <br />then consideration should be given to constructing the whole <br />project under one contract. <br /> <br />In summary, it seems at this stage that the proper course of <br />action is for the Highway Department to proceed with the "Notice <br />of Willingness" to hold a public hearing in an effort ,to accel- <br />erate the project; and that the Department use the accelerated <br />right-of-way acquisition method of obtaining the right-of-way for <br />the Fayette Street turn lane. After completion of the right-of- <br />way acquisition for this lane a decision could then be made as to <br />whether to attempt to build this lane ahead of the schedule for <br />the entire project. I am attaching a letter dated February 11, <br />1987, from Jim Skeens, pertaining to this project which helps to <br />explain the reasons for the time schedule required. <br /> <br />2. Spruce Street <br /> <br />The Federal Environmental Impact Study (EIS) was approved January <br />7, 1987. The Urban Engineer (Jim Skeens) authorized right of <br />acquisition on January 29, 1987. Preliminary work involving <br />property appraisals is underway. The final allocation of funds <br />under the Highway Department's Six-Year Program projects the <br />beginning of construction of this project in FY88-89. I was <br />advised that the construction target date is mid-1988 or better. <br />We are pleased with the efforts of the Highway Department in <br />accelerating this project. <br /> <br />3. Market Street Traffic Study <br /> <br />By letter dated December 9, 1986, to Mr. A. L. Thomas, Jr., State <br />Traffic and Safety Engineer, we requested the Department of High- <br />ways and Transportation to re-evaluate their previous study and <br />conclusion with respect to Market Street. This request included <br />a study of the Broad, Bridge, and Moss Street intersections and <br />the intersection of Market Street and Commonwealth Boulevard. <br />The Department has agreed to perform the study and I am advised <br />these type studies would require three to four months. I have <br />requested the Department to expedite this matter as much as <br />possible and to keep us apprised of the progress being made with <br />respect to this study. <br /> <br />4. Acquisition of Berlin Property <br /> <br />I had reason to believe a short while ago that the problems <br />involving acquisition of the Berlin property were resolved and <br />that all parties had reached agreement on the purchase price and <br />relocation allowance related to this property. However, the <br />agreement fell through because of the apparent inability of the <br />
