<br />66 <br /> <br />TUESDAY, FEBRUARY 10, 1987 <br /> <br />pertaining to a proposed contract-agreement by which the City might purchase <br /> <br />electric energy from Multi-Trade Group, Inc., in conjunction with the City's <br /> <br />purchase of electric energy from Appalachian Power Company. At the conclusion of <br /> <br />this session, Council reconvened into regular session but took no action on the <br /> <br />matter considered. The record notes that in attendance at this Executive Session, <br /> <br />in addition to members of Council and other City officials, were Messrs. (Fred) <br /> <br />Ritts and Kaufman of the City's legal consulting firm of Ritts, Brickfield & <br /> <br />Kaufman, Washington, D.C.; Mr. Robert M. Gross, Jr., an engineering consultant from <br /> <br />the firm of GDS Associates, Atlanta, Georgia; and, for a portion of this session, <br /> <br />Mr. B. Edward Brammer, President of Multi-Trade Group, Inc. <br /> <br />Council acknowledged receipt of the following staff reports: <br /> <br />A. The 1986 (Annual) Report of the City's Fire Department, prepared by <br />Fire Chief John Lloyd Gregory; <br /> <br />B. A comparison of water service rates in force among several area <br />governmental entities; and <br /> <br />C. A response by City Manager Brown to recent inquiries from Councilmen <br />Cole and Groden regarding the recently-initiated practice by Multi- <br />Channel Cablevision of "passing through" to its City subscribers the <br />5% franchise fee payable to the City under the terms of the Cable- <br />vision Franchise Ordinance (see Section 8.01) adopted by Council on <br />November 11, 1986, effective January 1, 1987. <br /> <br />With regard to and supplementing the compilation of the area water service rates, <br /> <br />Council asked that a similar comparison of area sewer service rates be compiled and <br /> <br />presented to Council; and, with regard to the foregoing cablevision franchise <br /> <br />matter, City Manager Brown informed Council that, predicated upon a 1985 "base", the <br /> <br />current 5% franchise fee should "yield" $38,188.57, or $15,275.43 more than the <br /> <br />former 3% franchise fee "produced". <br /> <br />After receiving comments from City Manager Brown pertaining to new and uniform <br /> <br />standards being developed by regulatory agencies for the treatment of sewage and the <br />
