<br />TUESDAY, FEBRUARY 10, 1987 <br /> <br />City's present absentee ballot precinct: <br /> <br />WHEREAS, the Martinsville Electoral Board has requested the Martinsville <br />City Council to eliminate the Absentee Ballot Precinct; and <br /> <br />WHEREAS, the Voting Rights Act requires approval by the U. S. Department of <br />Justice of any changes in voting precincts; now, therefore <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled on February 10, 1987, that the City Attorney be, <br />and he hereby is, authorized and directed to apply to the Civil Rights <br />Division, U. S. Department of Justice, Washington, D. C., in accordance <br />with the requirements of the Voting Rights Act, for approval of a voting <br />change eliminating the Absentee Ballot Precinct, following which absentee <br />ballots would be counted in the respective precincts in which they are <br />generated. <br /> <br />Mrs. Nancy N. Henderson, Chairman of the Martinsville-Henry County Clean Community <br /> <br />Commission, appeared before Council with a plaque which the Commission recently <br /> <br />received in the form of an "Award of Excellence" from the Virginia Governor's office <br /> <br />in recognition of the Commission's 1986 Litter Prevention Program. Mrs. Henderson <br /> <br />informed Council that this award is the fourth of such awards won by the Clean <br /> <br />Community Commission, much credit for which and for the success of the litter <br /> <br />prevention program as well as for the success of the Commission's entire efforts was <br /> <br />attributed to the expertise and devotion to this cause of Mrs. J. W. (Sallie M.) <br /> <br />Clark, who was present at this meeting and who also accepted the award recently in <br /> <br />Richmond, Virginia, for and on behalf of the Commission. Mrs. Henderson also <br /> <br />acknowledged with appreciation the support the Commission has received from the <br /> <br />governing bodies of Henry County and Martinsville as well as from many citizens and <br /> <br />business organizations within the community. <br /> <br />Pursuant to the requirements of Section 2.1-344 of the CODE OF VIRGINIA (1950, and <br /> <br />as amended), and upon motion, duly seconded and carried by a vote of 4-to-Q <br /> <br />(Councilman McClain abstained from voting because of the possibility of a conflict <br /> <br />of interest), Council convened into an Executive Session for the purpose of <br /> <br />considering, in consultation with legal counsel, a legal/contractual matter <br /> <br />~. . <br /> <br />fJ g~ <br />r:-~ U ;] <br />
