<br />0161 <br /> <br />TUESDAY, FEBRUARY 10, 1987 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor L. D. Oakes presiding, was held Tuesday, February 10, 1987, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M. All members were present, viz., <br /> <br />L. D. Oakes, Mayor; Clyde L. Williams, Vice-Mayor; William C. Cole, Jr.; Alfred T. <br />Groden; and Allan McClain. <br /> <br />After the invocation and Mayor Oakes' cordial welcome extended to visitors present, <br /> <br />Council unanimously approved--as recorded--the minutes of its special meeting held <br /> <br />Tuesday afternoon, January 27, 1987, and of its regular meeting held Tuesday <br /> <br />evening, January 27, 1987. <br /> <br />On behalf of area senior citizens and/or senior adults, Mrs. John L. Manson appeared <br /> <br />before Council and, noting the on-going economic progress within the City, urged <br /> <br />Council to be aware of the important role of area senior citizens in the local <br /> <br />economy as well as their need for entertainment and for attractive retirement <br /> <br />facili ties. <br /> <br />In tentative acceptance of the Planning Commission's recommendation that presently- <br /> <br />zoned R-6 Residential properties along and near Brown Street, within the block <br /> <br />between Starling Avenue and Cleveland Avenue, be rezoned to P-2 Professional (to <br /> <br />complete a piece-meal process in effect for the last several years, i.e., from R-6 <br /> <br />to P-2), Council called for a duly-advertised public hearing to be conducted on this <br /> <br />proposal and recommendation at Council's forthcoming February 24th meeting. <br /> <br />Upon motion by Councilman Cole, seconded by Vice-Mayor Williams, Council unanimously <br /> <br />adopted (on a roll call vote) the following ordinance (identified as Ordinance No. <br /> <br />87-3) which authorizes the issuance and sale of City of Martinsville General <br /> <br /> <br />Obligation Refunding Bonds to refund the principal balance of $1,160,264.17 <br /> <br /> <br />outstanding on the City's general obligation ("water") bonds issued March 1, 1985 <br />
