<br />~58 <br /> <br />TUESDAY, JANUARY 27, 1987 <br /> <br />Councilman Groden, referring to recent publicity pertaining to water and sewer rates <br /> <br />in force in Martinsville as well as in neighboring jurisdictions and the alleged <br /> <br />advantage one of these jurisdictions might have (over the City of Martinsville) in <br /> <br />attracting new industry, asked City Manager Brown to update a prior comparison <br /> <br />report for Council's information. <br /> <br />Councilman Groden also noted that Multi-Channel Cablevision is now showing on its <br /> <br />bills to Martinsville customers, as a separate item, a 5% add-on charge which passes <br /> <br />on to these customers the 5% franchise tax imposed by the City of Martinsville under <br /> <br />the terms of Section 8.01 of the Franchise Ordinance adopted by Council on November <br /> <br />11, 1986, and effective January 1, 1987. In connection with said franchise tax, <br /> <br />Councilman Cole inquired as to the amount of revenue the tax under the new franchise <br /> <br />is estimated to produce. <br /> <br />Members of Council joined with Councilman McClain in commending those City <br /> <br />employees--particularly those in the street divisions of the Public Works <br /> <br />Department--who devoted much overtime and effort toward keeping City streets and <br /> <br />thoroughfares "passable" during and following recent extremely heavy snowfalls. <br /> <br />Mayor Oakes suggested that members of Council express their preferences in <br /> <br />connection with legislation now being proposed in the Virginia General Assembly <br /> <br />which, if enacted, will change councilmanic election dates from May to November. <br /> <br />Pursuant to the requirements of subsections (a)(l) and (a)(6) of Section 2.1-344 of <br /> <br />the CODE OF VIRGINIA (1950, and as amended), and upon motion duly seconded and <br /> <br />unanimously carried by a recorded vote, Council convened into an Executive Session <br /> <br />for the purposes of (1) considering nominees for appointment and/or reappointment to <br />
