447 TUESDAY, JANUARY 13, 1987 Recommendations Because of the benefits to be derived by the City from this facility, coupled with the safeguards included in the Agreement assuring the City under all circumstances of not having to pay more than the City's avoided cost for power generated by this facility, it is recommended that the pro- posed Agreement be approved by Council subject to Multitrade obtaining a permit from the State Air Pollution Control Board for the construction and operation of the proposed facility. The property on which the proposed facility is to be located abutts the west side of Lester Street between the C&NW Railroad and Commonwealth Boulevard. This property is currently zoned M-1 Industrial which does not permit this land-use category, therefore, the property will have to be re- zoned to M-2 Industrial to permit the construction of the facility on this property. Multitrade has submitted a request to the Planning Commission to rezone the property to M-2 Industrial which will require action and public hearings by both the Planning Commission and Council before the property can be rezoned. It is, therefore, also recommended that the contract be approved subject to rezoning of this property. Multitrade would like to get the Agreement approved by Council during your January 13, 1987, meeting, however, Council might wish to consider tentative approval of the concept with consideration being given to final approval during Council's January 27, 1987, meeting. City Manager Brown informed Council that, in response to the City's recent formal request and/or invitation, proposals have been received from five (5) certified public accounting firms to perform financial-and-compliance audits of the City's records for the City's fiscal years ending June 30, 1987, 1988, and 1989. Proposals received were from Hedrick & Harris, Chatham, Virginia; Manning, Perkinson & Floyd, Martinsville, Virginia; Robinson, Farmer & Cox, Charlottesville, Virginia; Deloitte, Haskins & Sells, Roanoke, Virginia; and Ford, Hogg & Cobbe, Martinsville, Virginia. Upon motion, duly seconded and unanimously carried by a recorded vote, and pursuant to the requirements of subsection (a)(l) of Section 2.1-344 of the CODE OF VIRGINIA (1950, and as amended), Council convened into an Executive Session for the purpose of discussing and/or considering these proposals and considering the appointing of one of these firms to perform the audits. Upon reconvening into regular session, and upon recommendation of City Manager Brown, Council unanimously accepted the proposal of--and awarded the audit contract to--Ford, Hogg & Cobbe, CPA's.
