<br />447 <br /> <br />TUESDAY, JANUARY 13, 1987 <br /> <br />Recommendations <br /> <br />Because of the benefits to be derived by the City from this facility, <br />coupled with the safeguards included in the Agreement assuring the City <br />under all circumstances of not having to pay more than the City's avoided <br />cost for power generated by this facility, it is recommended that the pro- <br />posed Agreement be approved by Council subject to Multitrade obtaining a <br />permit from the State Air Pollution Control Board for the construction and <br />operation of the proposed facility. <br /> <br />The property on which the proposed facility is to be located abutts the <br />west side of Lester Street between the C&NW Railroad and Commonwealth <br />Boulevard. This property is currently zoned M-1 Industrial which does not <br />permit this land-use category, therefore, the property will have to be re- <br />zoned to M-2 Industrial to permit the construction of the facility on this <br />property. Multitrade has submitted a request to the Planning Commission to <br />rezone the property to M-2 Industrial which will require action and public <br />hearings by both the Planning Commission and Council before the property <br />can be rezoned. It is, therefore, also recommended that the contract be <br />approved subject to rezoning of this property. Multitrade would like to <br />get the Agreement approved by Council during your January 13, 1987, <br />meeting, however, Council might wish to consider tentative approval of the <br />concept with consideration being given to final approval during Council's <br />January 27, 1987, meeting. <br /> <br />City Manager Brown informed Council that, in response to the City's recent formal <br /> <br />request and/or invitation, proposals have been received from five (5) certified <br /> <br />public accounting firms to perform financial-and-compliance audits of the City's <br /> <br />records for the City's fiscal years ending June 30, 1987, 1988, and 1989. Proposals <br /> <br />received were from Hedrick & Harris, Chatham, Virginia; Manning, Perkinson & Floyd, <br /> <br />Martinsville, Virginia; Robinson, Farmer & Cox, Charlottesville, Virginia; Deloitte, <br /> <br />Haskins & Sells, Roanoke, Virginia; and Ford, Hogg & Cobbe, Martinsville, Virginia. <br /> <br />Upon motion, duly seconded and unanimously carried by a recorded vote, and pursuant <br /> <br />to the requirements of subsection (a)(l) of Section 2.1-344 of the CODE OF VIRGINIA <br /> <br />(1950, and as amended), Council convened into an Executive Session for the purpose <br /> <br />of discussing and/or considering these proposals and considering the appointing of <br /> <br />one of these firms to perform the audits. Upon reconvening into regular session, <br /> <br />and upon recommendation of City Manager Brown, Council unanimously accepted the <br /> <br />proposal of--and awarded the audit contract to--Ford, Hogg & Cobbe, CPA's. <br />
