Absent (1) - Cobbe. <br /> <br />Ordinance No. 2006-10 <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in Special Session held <br />on June 21, 2006, that Paragraph 1. Salary of Ordinance 2004-9 establishing the compensation <br />for the City Manager, is amended as follows: <br /> <br />1. Salarv: The City shall pay the City Manager for his services rendered an <br />annual salary of $113,300.00 as set by the City Council in its annual budget, payable in equal <br />installments under the same terms and conditions as other employees of the City are paid. The <br />City shall not at any time during the term of his employment reduce the salary or other benefits <br />of the City Manager, unless there is a proportional reduction across-the-board for all employees <br />of the City. The Council shall provide an annual cost of living increase at least equal to the <br />average cost of living increase for all other City employees. <br /> <br />City Attorney Eric Monday explained that there are enough funds in the <br /> <br />General Fund of the FY07 budget to cover the increase in the City Manager's <br /> <br />salary, so the second reading of Ordinance 2006-11 amending the budget is <br /> <br />not necessary. <br /> <br />In business from the floor, former Mayor Gene Teague expressed his <br /> <br />appreciation to Mayor Cobbe and Council Member Roop for their service. <br /> <br />Police Chief Mike Rogers expressed his appreciation to Council Member Roop, <br /> <br />not only for his service as a Council Member, but also as former Police Chief. <br /> <br />Hardin Edwards, of 810 Forest Lake Drive, made comments concerning <br /> <br />the tax increase, the city manager's raise and the cable issue. <br /> <br />Jim Clark, of 817 Spruce Street, made comments about the recent storm <br /> <br />damage at his home after an underground pipe washed out and requested <br />
