M Martinsville

City Council
Agenda Summary

Meeting Date:
Item No:
Department:
Issue:

October 10, 2006

3.

Public Works

Consider approval of the City's priority projects to be included
in VDOT's Six Year Improvement Plan.

Summary:

The Virginia Department of Transportation conducts public hearings on a regular
basis to allow localities to participate in the process of establishing priorities for future
highway construction projects in their area. The current priority list City Council has
established for Martinsville is as follows:

1. Liberty Street Project consisting of 4 elements - (a) improvements to the
intersection and improvements to Clearview from Liberty to Barrows Mill Road;
(b) improvements to Liberty from York to NCL; (c) improvements to Liberty from
Clearview south to Commonwealth; and (d) improvements to Clearview from
Barrows Mill Road to Progress Drive.

2. Repairs to bridges at: (1) Starling Avenue between Aaron and Hairston Streets;
and (2) Commonwealth Boulevard between Lester Street and Northside Drive.

3. Widen and realign Fayette from Pine Hall west to the corporate limits including
curb, gutter & sidewalk and replacement of the N & W underpass.

4. Extend Commonwealth Blvd. east to an intersection with East Church Street.

5. Endorsement for the 1-73 project.

6. Endorsement for completion of Route 58 westward to 1-77.

Unless Council desires to make other changes, it is recommended the above list be
submitted with several modifications. Under Item #1, the intersection project has been
completed and can be removed from the list leaving the remaining 3 project elements.
Item #2 can be removed in its entirety since the Starling Avenue bridge rehab project is
being handled through a VDOT Revenue Sharing program and work on the
Commonwealth Blvd. bridge will be handled through street maintenance funds. Items
#3-6 will each move up the list.

Attachments:

Letter and Attachment from WPPDC

Recommendations: Motion to approve
