<br />August 1, 2006 <br /> <br />A regular monthly meeting of the Council of the City of Martinsville, <br /> <br /> <br />Virginia, was held on August 1,2006, in Council Chamber, Mu"nicipal Building, <br /> <br /> <br />beginning at 7:30 P. M., with Mayor Kimble Reynolds, Jr. presiding. Council <br /> <br /> <br />Members present included: Kimble Reynolds, Jr., Mayor, James W. Clark, Vice <br /> <br /> <br />Mayor and Council Members J. Ronald Ferrill and Kathy C. Lawson. Council <br /> <br /> <br />Member Mark T. Anderson was absent. <br /> <br />Following the invocation by Mayor Reynolds and Pledge to the American <br /> <br />Flag, he welcomed everyone to the meeting. <br /> <br />Vice Mayor Clark moved to approve the minutes of the June 21 and 27 <br /> <br />meetings as presented; the motion was duly seconded and carried by the <br /> <br />following vote, with all members voting: Vote 3-0. Yeas (3) - Reynolds, Clark, <br /> <br /> <br />Ferrill. Nays (0) - None. Abstain (1) - Lawson. Absent (1) - Anderson. Council <br /> <br /> <br />Member Lawson moved to approve the minutes of the July 1, 11 and 17 <br /> <br /> <br />meetings as presented; the motion was duly seconded and carried by the <br /> <br />following vote, with all members voting: Vote 4-0. Yeas (4) - Reynolds, Clark, <br /> <br />Ferrill, Lawson. Nays (0) - None. Absent (1) - Anderson. <br /> <br />Mayor Reynolds recognized Page Brockenbrough of the Martinsville <br /> <br />Volunteer Company, who made a presentation of a statute from the Southwest <br /> <br />Virginia Firefighters Association on behalf of John D.
