Consider approval of the minutes of City Council's meetings of June 21 <br />and 27 and July 1, 11 and 17, 2006. <br /> <br />2. Recognition of citizens/ staff: <br /> <br />A. Presentations in recognition of former City Treasurer John D. <br />Bouldin, deceased: <br /> <br />1) Resolution from the General Assembly <br />2) Statute with engraved plaque from the Southwest Virginia <br />Firefighters Association <br /> <br />B. Recognition of citizens who have served on various Boards and <br />Commissions. <br /> <br />3. Consider authorizing participation in an independent analysis of a <br />regional water and sewer authority with Henry County. <br /> <br />4. Consider approving a schedule and location for FY07 City Council <br />Neighborhood Focus tours and meetings. <br /> <br />5. Consider adoption, on first reading, of Ordinance No. 2006-12 <br />concerning adiustments to Elderly & Disabled Tax Relief income limits <br />and filing deadlines. <br /> <br />6. Business from the Floor <br /> <br />This section of the Council meeting provides citizens the <br />opportunity to discuss matters, which are not listed on the printed <br />agenda. In that the Council meetings are broadcast on Martinsville <br />Government Television, the City Council is responsible for the <br />content of the programming. Thus, any person wishing to bring a <br />matter to Council's attention under this Section of the agenda <br />should: (1) come to the podium and state their name and address; <br />
