Box 1112 <br />Martinsville, Virginia 24112 <br /> <br />Dear Dan: <br /> <br />At the May 23, 2006 Board of Supervisors meeting, there was a <br />discussion concerning the provision of water and sewer services to the <br />community. The Board adopted a motion requesting the City Council to <br />participate in an independent analysis to determinc if a regional water and <br />sewer authority is the most responsible and cost effective way to serve the <br />community with water and sewer services. The Henry County Public <br />Service Authority Board of Directors at its meeting on June 19th adopted a <br />motion supporting such an analysis. A similar request was made in 2004; <br />however, City Council declined to participate at that time. <br /> <br />Both communities have under utilized capacity. Water and sewer <br />services are the second most expensive public service provided in the <br />County, trailing only education. It is also onc of the leading cost centers for <br />the City, <br /> <br />While our commumtlcs have cooperated in provision of watcr and <br />sewer service, we need to be thinking about the utility solution that is <br />
