<br />May 23,2006 <br /> <br />RESOLUTION <br /> <br />WHEREAS, Piedmont Community Services is a "community services board" as defined in <br />Chapter 10 of Title 37.1 of the Code of Virginia (1950), as amended; and <br /> <br />WHEREAS, Piedmont Community Services was created in 1972 by Resolutions of Franklin <br />County, Henry County, Patrick County and Martinsville, to serve as their agent for the planning, <br />coordination and provision of mental health, mental retardation and substance abuse services; <br />and <br /> <br />WHEREAS, in accordance with Code of Virginia (1950) S 37.1-197(A)(11), as amended, a <br />community services board is expressly authorized to apply for and accept loans as authorized by <br />the governing bodies that established it; now, therefore <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, in regular session assembled May <br />23, 2006, that Piedmont Community Services by act of its Board of Directors is hereby <br />authorized to apply for and accept loans and pledge assets as security for such loans in <br />furtherance of its mission; PROVIDED, however, that such authorization shall not be deemed in <br />any manner to authorize or otherwise permit Piedmont Community Services to incur any debts or <br />create any liabilities on behalf or in the name ofthe City of Martinsville. <br /> <br />Council next considered authorizing the City Manager to sign a letter of <br /> <br />support for Piedmont Community Services' plans to build a residence for adults <br /> <br />with mental retardation at 1800 Spruce Street. Council Member Clark moved <br /> <br />to authorize the letter of support; the motion was duly seconded and carried by <br /> <br />the following vote, all members voting: Vote: 5-0. Yeas: (5) - Cobbe, Reynolds, <br /> <br />Roop, Ferrill, Clark. Nays: (0)- None. <br /> <br />Council considered the need to adopt a Resolution authorizing the West <br /> <br />Piedmont Planning District Commission to develop an application for water <br /> <br />supply planning grant funds and to develop a regional water supply plan, <br /> <br />which will meet mandated regulations.
