<br />Februa.pf-23;--2006 <br /> <br />-- <br /> <br />A regular monthly meeting of the Council of the City of Martinsville, <br /> <br /> <br />Virginia, was held on February 28, 2006, in Council Chamber, Municipal <br /> <br /> <br />Building, beginning at 7:30 P. M., with Mayor Joe Cobbe presiding. Council <br /> <br /> <br />Members present included: Joseph R. Cobbe, Mayor; Kimble Reynolds, Jr., <br /> <br /> <br />Vice Mayor; and Council Members James W. Clark, J. Ronald Ferrill, and Terry <br /> <br /> <br />L. Roop. <br /> <br />Following the invocation by Council Member Clark and Pledge to the <br /> <br />American Flag, Mayor Cobbe welcomed everyone to the meeting. <br /> <br />Council Member Ferrill moved to approve the minutes of the January 20- <br /> <br />21, 24 and 26, 2006 meetings as presented; the motion was duly seconded and <br /> <br /> <br />carried by the following vote, with all members voting: Vote 5-0. Yeas (5) - <br /> <br /> <br />Cobbe, Reynolds, Roop, Ferrill, Clark. Nays (0) - None. Council Member Ferrill <br /> <br /> <br />also moved to approve the minutes of the February 14, 2006 meeting as <br /> <br /> <br />presented; the motion was duly seconded and carried by the following vote, <br /> <br />with all members voting: Vote 4-0-1. Yeas (4) - Cobbe, Reynolds, Ferrill, . <br /> <br />Clark. Nays (0) - None. Abstain (1) - Roop. <br /> <br />Council considered a presentation of the "Citizen of the Year" award by <br /> <br />the Police Department. Mike Rogers, Police Chief gave a brief overview of the <br /> <br />award program that began in 1982 and also the S.A.L.T. program that began in <br />
