<br />May 23,2006 <br /> <br />delaying the increases in water, sewer and solid waste until January 1 to see <br /> <br />what happens with the cable purchase and reduce the real estate tax increase <br /> <br /> <br />to $1.03. <br /> <br /> <br />After a lengthy discussion and questions by Council, along with <br /> <br /> <br />comments by Scott Kizner, City School Superintendent, Council Member Terry <br /> <br /> <br />Roop made a motion that the budget be reduced as proposed except no further <br /> <br />reduction to the schools and bring the real estate tax increase back to $1.08; <br /> <br />the motion was duly seconded. After further discussion, the motion was <br /> <br />rescinded and by consensus the City Manager and staff were directed to amend <br /> <br />the budget by reducing capital improvement and downtown improvements; <br /> <br />delaying water, sewer and solid waste increases until January 1, increasing the <br /> <br />real estate tax back to $1.08 and further reducing the fund balance. As a <br /> <br />result of increasing the real estate tax to $1.08, all tax revenue received will <br /> <br />fully fund the schools. <br /> <br />A public hearing on the proposed budget was set for Monday, June 5, at <br />1 :00 p.m. in Council Chambers. <br /> <br />Council considered the need to meet in Closed Session. In accordance <br /> <br />with Section 2.1-344 (A) of the Code of Virginia (1950, and as amended) and <br /> <br />upon motion by Council Member Roop, duly seconded, and by unanimous <br /> <br />recorded vote, Council convened in Closed Session, for the purpose of <br /> <br />discussing the following matters: Appointments to Boards and Commissions <br /> <br />as authorized by Subsection 1 and Consultation with legal counsel pertaining <br />
