Tobin, Executive Director
Piedmont Community Services
24 Clay Street
Martinsville, VA 24112

Dear Jim:

On behalf of the City Council I am pleased to provide this expression of our
support for Piedmont Community Services' plans to build a residence for adults with
mental retardation at 1800 Spruce Street in Martinsville. At their regular meeting on
May 23,2006, Council unanimously voted their approval and support for this project.

Like other communities, there is a great need for quality residences for people
with mental retardation in Martinsville. Piedmont Community Services has earned a
reputation for innovation in the creation and quality management of its existing
community residential and support services.

As a tangible evidence of our support, Council requests that $5,000 of its
annual allocation to Piedmont Community Services be utilized for the operating costs
of this residential program.

Please keep me appraised on the development of this program and let me
know if I can be of any further assistance.

Sincerely,

Robert R.
