<br />-? ; <br />,. <br /> <br />January 26, 2006 <br /> <br />A special called meeting of the Council of the City of Martinsville, <br /> <br />Virginia, was held on January 26, 2006, in Council Chamber, Municipal <br /> <br />Building, beginning at 1:00 P. M., with Mayor Joe Cobbe presiding. Council <br /> <br />Members present included: Joseph R. Cobbe, Mayor; Kimble Reynolds, Jr., <br /> <br />Vice Mayor; and Council Members James W. Clark and J. Ronald Ferrill and <br /> <br />Terry L. Roop. <br /> <br />Mayor Cobbe opened the meeting and stated that the purpose of this <br /> <br />special meeting is to better inform the citizens the reasons why Council IS <br /> <br />looking at other ways to generate revenue for the city such as reversion. <br /> <br />Dan Collins, City Manager, gave a power point presentation on the <br /> <br />historic and current spending trends and challenges as they affect issues and <br /> <br />finances in city reversion. His overview explained revenue sources the city <br /> <br />currently has, the current major expenses and FY07 budget challenges. There <br /> <br />was a lengthy discussion and Wade Bartlett, Director of Finance / General <br /> <br />Services, along with Mr. Collins, answered questions and made clarifications <br /> <br />requested by Council. Mayor Cobbe then invited comments from the floor. <br /> <br />James Crigger, of Askin Street, made comments about the reversion and <br /> <br />stated it appears the whole community has only a negative reaction to it. He <br /> <br />would like to see more mentioned about the positive things happening in the <br /> <br />city such as the new museum, new business in the old Coca-Cola plant and <br />
