To operate a solid waste disposal program. IncIuding: (I) the operation 01 an <br />experimental rural solid Waste collection system; (II) a Junk or abandoned car collection and <br />disposal program; or (111) a program to eliminate promiscuous dumps. and to have the <br />authority to own and operate equipment and own properties necessary to undertake such a <br />program. <br />(bl) The CUmberland Plateau Ptannlng DIstrIct Commission may assume the lollowtng <br />functlOll.l, and mall have tile authority to own and operate tile equipment and properties <br />necessary to carry out such functions: <br />1. To carry out a program of small stream maintenance tor purposes of environmental <br />Improvement and minor flood control; any and all such stream Improvements and nOOd <br />control measures shall be coordinated wtth the Commission 01 Game and Inland Fisberies, <br />State Water Control Board. and Division of Parts and Recreation, as they relate to the <br />quality or quantity of water and aquatic Ufe In the streams aIIected, or related to land <br />resources. Oltlctal agency views regarding improvement and control measures shall be <br />drafted and provided to the CUmberland Plateau Planning District CommJssion. <br />2. To operate a tanker truck water supply system to towns and communities in the <br />Cumberland Plateau Planning District experiencIng drOught and water shortage. <br />3. To operate a program of assistance to local governments In site preparation of pUblic <br />land to accommodate public Improvements. Including site preparation tor industry and <br />recreation. <br />.. To aid public water and sewer development In taking pipelInes underneath roadways. <br />and to detect aDd correct sewer Infiltration. <br />5. To operate ,programs for elimination 01 promiscuous dumps and other environmental <br />cJeaJHlp activities as determined by local governments. <br />6. To enpge In construction and repair work on roads and streets not in the State <br />Highway System or the secondllly system 01 highways. <br />The authority CODIerred by this subsection Is contingent upon Its ratification by <br />resolution of the governing body ot each member governmental subdivision ot the planning <br />district. <br />(c) The aforementioned programs In subsections (b) and (bI) shall not be undertaken <br />by the planning district commission within the boundaries 01 any county, city or town In the <br />district without the express consent by duly adopted resolution ot the governing body of the <br />county. dty or town. <br /> <br />CHAPTER 185 <br /> <br />An Act /Q flnund and retlflact I 46./-55 of the C0d4 01 Virginia, relating to fees for <br />llIp1a"Mtlflt of 100ft 0,.
