That If 15.1-1402, 15.1.1404 and 15.1-1405 of the Code of Vlrglnla are amended and <br />reenacted as follows: <br />f U.l-1402. Detlnltlons.-Forthe purposes of this chapter: <br />(a) "PlaDnlJlI dlstr1ct" shall mean a contiguous area within the boundaries established <br />by the Department of Planning and Budget <br />(b) "Service dlstr1ct" shall mean a unit of government created as provided In this <br />chapter. <br />(C) "Governmental SUbdivision" mall mean the counties. cities and towns of this StMe <br />CommonW<<llth . <br />(d) "Polltlcal subdivisions" shall Include the governmental subdivisions, sanitary, <br />sanitation and transportation districts. authorities and other such public bodies created under <br />the laws ot this S4ete Commonwealth . <br />(e) "Governlq body" shall Include the board of supervisors at a county. the councll at <br />a city or town, the board of commissioners or other board or body In which the powers ot <br />a pol1tlcal subdIvision are vested by law. <br />(t) "Populatton," unless a different census Is clearly set forth, shall mean the number <br />of InhabItants according to the United States census latest preceding the time at which any <br />provlslon dependent upon population Is being appl1ed, or the tlme as ot which It Is being <br />construed, unless there Is avallable an annual estImate of poPulatlon prepared by the Tayloe <br />Murphy Institute of the UnIversity ot VIrginia, which has been filed with the Department ot <br />Plannlq and Budget, In whIch event the estimate shall govern. <br />(8) "Comml.uian" shall mlNlll th. planning district commission and is composed 01 thl1 <br />duJ)I appointed ntpntMmtativt/3 01 the lovemmerllal subdivisions which are parties to the <br />charter agT'Hmtlnt. .. <br />- f 15.1-1404.
